The population of Contra Costa County is over one million people and is part of the northern portion of the East Bay region of the San Francisco Bay Area. The Contra Costa Health Service provides extensive drug and alcohol addiction treatment services to the residents of Contra Costa County. Their mission is to advocate for alcohol and drug-free communities, which is done through promoting individual and family responsibility, hope, and self-sufficiency. There are many different treatment services provided such as detox for all kinds of drugs. Addicts can access outpatient drug-free counseling programs and residential treatment, along with medication-assisted treatment. Criminal justice clients can access court programs and services after being charged with a DUI.

Services are also available for women, and programs for youth, family and community services help offer effective counseling and support. The prevention services help communities with early intervention and drug education. According to the California Opioid Overdose Surveillance Dashboard, there were 81 opioid-related overdose deaths in 2018, which was a rate of 6.7 deaths per 100,000 population. During that same time in 2018, over 200 people were admitted to emergency rooms because of an opioid overdose, and 86 people were hospitalized because of an opioid overdose. The number of opioid prescriptions written in 2018 reached 641,374, which has been on a steady decline since 2010.
