San Mateo County is part of the San Francisco-Oakland-Berkeley Metropolitan Statistical Area and is part of the San Francisco Bay Area. The county covers most of the San Francisco Peninsula, and the Silicon Valley starts at the southern end of the county. The areas within the county are mostly suburban with some areas being very urban. Substance abuse and addiction in the county affect many of the areas, particularly those around the San Francisco Bay Area. The opioid epidemic has also impacted the county, and in 2018 there were 40 deaths because of opioids. During that same year in the county, 119 people visited emergency rooms due to opioids, and 46 people were hospitalized because of an opioid overdose. Prescribing rates in the county are lower than other parts of the state, and in 2018 prescribing doctors wrote 262,511 opioid prescriptions.
San Mateo County and other counties within the state have been undertaking a significant effort to improve the treatment resources offered to those with a substance use disorder. The state has been working to improve the substance abuse treatment services in Medi-Cal through the Drug Medi-Cal Organized Delivery System. This particular program provides a continuum of care for people who are struggling with a substance use problem. This is done through more local control and accountability, providing greater administrative oversight, and improving the level of care and efficient use of resources. Various treatment resources operate in the county, such as inpatient and outpatient services.
