Arizona Behavioral Counseling and Education, Inc. – Prescott Valley, AZ

Updated on: 11 May 2026

About this center

Arizona Behavioral Counseling and Education, Inc. (ABC) is a state-licensed outpatient behavioral health agency serving the Prescott Valley area, providing DUI services and substance abuse education and treatment to adults under the same ADHS-licensed framework that has operated in Arizona since 1989. The organization holds licensing as both a Behavioral Health Service Agency and DUI Service Agency, delivering affordable, bilingual, court-compliant programming to clients in Yavapai County and surrounding communities.

A Structured Program Continuum Matched to Each Client’s Situation

Rather than offering a one-size-fits-all approach, ABC calibrates its substance use programs to the specific circumstances of each client, including the nature of their citation, the presence of substance use disorder, and the program length required by their court or MVD case. Clients without symptoms of disorder may complete a brief 8-hour education program, while those with a DUI-specific education requirement can fulfill Arizona’s Level II prerequisites through the 16-hour DUI Education program. A separate 18-hour Addictive Substance Use Education track serves clients with a single non-DUI substance-related citation who don’t require treatment-level intervention.

Cognitive Behavioral Treatment for Clients With Substance Use Disorder

For clients whose screening identifies substance use disorder, ABC provides Level I DUI Substance Use Counseling through four program lengths: 36, 54, 72, and 90 hours, each matched to a progressively higher level of symptom severity and citation history. All counseling uses cognitive behavioral group therapy and the Matrix Early Recovery Skills Program, targeting the thought patterns, recovery skills, and relapse prevention strategies that support a substance-free lifestyle. The 36-hour track serves clients with mild symptoms and one or two citations, while the 90-hour track addresses severe disorder, five or more citations, or significant resistance to recovery-focused change.

Screening Assessments and MVD Revocation Evaluations

ABC’s on-demand screening assessments evaluate clients across DUI and substance abuse domains, producing the accurate classification needed to assign the correct ADHS-mandated program. For clients working toward driver’s license reinstatement, MVD Revocation Packet Evaluations are available to satisfy ADOT/MVD requirements, assessing whether substance abuse affects eligibility. ABC maintains contracts with Yavapai County Courts as well as Maricopa County and Chandler City Court, covering clients referred from across the region.

Accessible, Affordable Care With Telehealth and Spanish-Language Options

Program fees at the Prescott Valley location follow the same low-cost structure as other ABC sites, with sessions starting at $50 and screening assessments at $90 for Yavapai County courts. Telehealth access is available for clients unable to attend in person, and Spanish-speaking services are provided across all programs, with individual arrangements available for other languages. Out-of-state clients may enroll following approval, with a one-time $50 out-of-state fee added to program costs.
