It has been operating as a non-profit corporation since 1985, under the membership of First Baptist Church of Leesburg. The CCC and Church are on good terms; therefore, run the facility together. The CCC is playing the role of legal authority. The church gives its contribution as labor, in the form of volunteers, donors and providing clients housing facilities or jobs, after completion of a program.
