The Rock Island County Council on Addictions, known as RICCA, is a nonprofit substance use disorder treatment provider in East Moline, Illinois. Founded in 1960, the organization has served adults and adolescents across the Quad Cities area for over six decades, offering outpatient treatment, extended residential care, substance use evaluations, and prevention programming. RICCA’s clinical staff are certified through the Illinois Alcohol and Other Drug Abuse Professional Certification Association (IAODAPCA).
Treatment Services and Approach
RICCA provides outpatient treatment at multiple levels of intensity, including Level 1.5 outpatient, Level 2.1 intensive outpatient, and continuing care. Each program uses evidence-based methods built around three core modalities: individual counseling, group interaction, and educational therapy. Clients are placed into the appropriate level of care through an ASAM clinical assessment, and evaluations are available both in person and through remote sessions. RICCA also offers DUI evaluations conducted by SUPR-certified professionals to meet court-mandated requirements, along with anger management treatment for adults and adolescents through individual therapy and scheduled group sessions. A domestic violence program is available for adult clients who have first completed anger management treatment.
Extended Residential Care
RICCA operates the Carl and Margaret Stutsman Lodge, a state-licensed Level 3.1 extended residential care facility for individuals with substance use disorders. The program combines evidence-based treatment and relapse prevention skills with Twelve Step philosophies, tailored to each resident’s individual needs. Counseling is delivered through both individual and group sessions with licensed clinical professionals. The residential program focuses on helping clients maintain recovery while reintegrating into the community, develop practical life skills, secure employment, and build a healthier lifestyle. RICCA’s prevention team has also served Rock Island, Henry, and Mercer counties for over thirty years, delivering school-based youth prevention education, parent and family workshops, and community engagement initiatives.
