The Salvation Army Phoenix Adult Rehabilitation Center (ARC) is a 180-day residential work-therapy program for adults, located in Phoenix, Arizona, and led by Major Dan Williams. As part of The Salvation Army’s nationwide ARC network, a model refined over more than 100 years of charitable rehabilitation work, the program takes a holistic approach to recovery focused on physical, emotional, and spiritual well-being. The program is provided generally at no cost to participants, with no insurance required.
A 180-Day Residential Work-Therapy Program
The Phoenix ARC follows the standard Salvation Army Adult Rehabilitation Center model: a 180-day residential program built around the integration of work therapy with counseling, spiritual care, and life-skills development. The work-therapy component is foundational to the ARC approach; participants typically perform work assignments for up to eight hours a day (with schedules adjusted to meet individual needs), often through The Salvation Army’s thrift store and donation processing operations. This dual structure of meaningful work alongside structured recovery programming is designed to rebuild the work habits, daily routines, and sense of purpose that participants need for life beyond the program. The 180-day length gives men the time needed to develop these foundations.
Eligibility and Program Requirements
The ARC program is open to adults ages 21 to 65 who are able and willing to engage with the full structure of the program. Specific requirements include passing a drug test and breathalyzer upon arrival, being able to perform a work therapy assignment for up to eight hours daily, and agreeing to participate in all program activities, including counseling sessions, classes, and worship services. Once Center staff determine the program can appropriately address an applicant’s needs, participation is generally provided without charge. This combination of accessible enrollment (no insurance required, no cost in most cases) with substantive expectations for participation reflects the ARC philosophy that recovery requires both a low financial barrier and full personal commitment to the work involved.
A Holistic, Christian-Grounded Approach to Recovery
The Phoenix ARC operates within The Salvation Army’s broader Christian mission framework; an international movement that describes itself as “an evangelical part of the universal Christian Church” with a ministry “motivated by the love of God” and a mission “to meet human needs in His name without discrimination.” Programming at the Center includes group and individual counseling, spiritual direction, holistic work therapy, and life-skills development designed to help participants overcome social and spiritual problems alongside substance use. The intended outcome, in the Salvation Army’s framing, is for participants to regain health, restore relationships with family, build the work and social skills needed to re-enter the workforce, and develop the kind of sustained stability that supports lifelong recovery. An Alumni Engagement Project supports continued fellowship and connection after participants complete the program.
