The city of Oswego is in Oswego County and has a population of over 17,000 people while being situated on Lake Ontario in the north-central part of New York State. Many of the communities in the northern part of the state have struggled with the problems connected to drug and alcohol abuse. According to a 2018 Community Health Needs Assessment (CHNA), heroin has become a more recent health concern within the county. From 2009 to 2013, the death rate due to heroin jumped from 1.2 per 100,000 to 4.5 per 100,000. Opioid abuse within the county created a surge in emergency department admissions, which increased from 2010 to 2014. However, within the county, behavioral healthcare services, such as for addiction, are not readily available per survey respondents during the assessment. Between 2006 and 2012, Oswego County was flooded with close to 30 million pain pills leading to overdose deaths and numerous non-fatal overdoses. The recent decline in the number of pain medication prescriptions given out has increased the demand for drugs such as heroin. Other drugs such as methamphetamine have also become popular leading to devastating addictions. Finding proper drug treatment is crucial, and within the county are different outpatient and inpatient rehabilitation programs. Medical detox is required for opioid addiction, and addicts will then need lengthy residential care followed by aftercare programs.
