The Salinas Valley Memorial Healthcare System (SVMH) put together a 2017 Community Health Needs Assessment, which indicated substance abuse treatment was an on-going need in the county. Indicators included a higher number of non-fatal emergency department visits for substance abuse when compared to the rates within the state. Moreover, there are higher rates of drug-induced mortality within different regions of the county. Those who were surveyed and provided information for this assessment expressed concern about substance use in the county. For example, opioid misuse continues to be an issue. Per a 2019 Monterey County Fact Sheet regarding opioid use and treatment, there were nine opioid overdose deaths in 2019, which was a rate of 2.5 per 100,000.
