This can be confirmed by data compiled by the Centers for Disease Control and Prevention (CDC) on the prescribing rates of US states for different drugs in 2012. They found that West Virginia had the highest prescribing rate, which was 71.9 prescriptions for benzodiazepines per 100 persons. With a much-needed goal of controlling this problem, the state implemented the Controlled Substance Monitoring Program (CSAPP), which can be used by practitioners to look at their patients' prescription history for Schedule II-IV controlled substances. This is all in the hopes of preventing the abuse or misuse of these drugs.
